English Translation: And when My servants ask you concerning Me, indeed I am near. I respond to the call of the caller when he calls upon Me. So let them respond to Me [by obedience] and believe in Me that they may be rightly guided.

This verse doesn’t say that only Muslims can pray to Allah. It says the caller meaning anyone who calls on Allah. So if a non-Muslim prays to Allah with a sincere heart, Allah might choose to answer. There are many stories where non-Muslims felt their prayers were answered, and because of that, they later became Muslim.

But the best and most accepted prayer is from someone who believes in Allah and follows Islam. That’s when a person surrenders to Allah.
